Minister of Transport and Infrastructure Abdulkadir Uraloğlu said that the number of subscribers of the “Secure Internet Service”, which was put into practice in 2011, is increasing day by day. Uraloğlu said, “As of the end of April 2024, the number of subscribers benefiting from our Secure Internet Service has exceeded 44 million 287 thousand. While 99.5 percent of subscribers prefer the family profile, the remaining 0.5 percent use the child profile.”

Uraloğlu said in a statement that the Secure Internet Service infrastructure is a free, on-demand and alternative access service created by access providers. Abdulkadir Uraloğlu, Minister of Transport and Infrastructure, explained that the Secure Internet Service (SIS) emerged in 2011 in line with the complaints and demands regarding the safe use of the internet in Turkey and said, “Many complaints were made to the Information and Communication Technologies Authority’s Information Notification Center. The results of our research showed that families were particularly concerned about inappropriate content on the internet and were looking for solutions. GİH was also developed to respond to this need.”

“Protecting children is our priority”

Uraloğlu stated that with the GİH, they aim to protect subscribers, especially children, from negative content on the internet, and said, “Subscribers have the opportunity to be protected free of charge and upon request from sites that trade banned substances, broadcast violent, racist and hate speech, terrorist propaganda and criminalization, and fraud sites.” Uraloğlu emphasized that it is a service that can be easily accessed by users who cannot benefit from existing filtering options.

Uraloğlu stated that GİH is also an alternative for citizens who do not want to encounter objectionable content of the internet and do not want to buy internet at home for this reason, “With GİH, existing internet users are left free in their preferences, on the other hand, an alternative Internet access service is provided to users who are looking for a safe use in line with their preferences.”

“We improve our service in line with user demands and suggestions”

Stating that there are two profiles, Child and Family, Uraloğlu said that users who prefer one of these profiles have the right to immediately communicate the problem they encounter and request measures to be taken. “In line with the demands, suggestions and evaluations from users, this service is constantly being improved and its effectiveness is increasing,” Uraloğlu said.

In his statement, Uraloğlu said that the work on GİH is based on the provisions of Article 41 of the Constitution titled Protection of the Family and Children’s Rights and Article 58 titled Protection of Youth, “In addition to these Constitutional provisions, the provisions of the Electronic Communication Law regulating the rights of consumers and end users and Article 15 of the Consumer Rights Regulation issued in accordance with this law, titled Safe Use of the Internet, also determined the scope of the application. The Regulation obliged operators to provide free alternative services for the safe use of the internet.” Uraloğu stated that the work was reorganized as the Procedures and Principles Regarding the Secure Internet Service with the decision taken by the Information and Communication Technologies and Communication Board in 2011 within the framework of legal grounds.
